- add cmake macro for building .mo translation files
- move translation sources so that they are not being installed

Update metadata.desktop to have different name in French than the current Application Launcher. "Legacy" used this way can not be literally translated, "originel" seem to be the most relevant word in this use case for the French localization.

This is an import of Kickoff launcher before the redesign in 5.21
Note that this launcher won't be supported, so there won't be any bugfixes
